Property tax is charged on your home’s annual value (AV): the rent IRAS estimates it could fetch in a year. If you live in it, the owner-occupier rates apply. They’re progressive, from 0 per cent on the first S$12,000 of AV to 32 per cent above S$140,000. A home with an AV of S$46,000 pays S$1,480 a year as an owner-occupied home, but S$6,880 if it’s rented out. One- and two-room HDB flats pay nothing, and the government has granted a rebate on owner-occupied homes for 2026.

What are the owner-occupier rates?

The bands were widened from 1 January 2025; the rates themselves didn’t change. Most HDB flats pay only in the 4 per cent band.
A worked example
For an owner-occupied home with an annual value of S$46,000:
- First S$12,000 at 0%: S$0.
- Next S$28,000 at 4%: S$1,120.
- Next S$6,000 at 6%: S$360.
- Total: S$1,480 a year, before any rebate.
If the same home were rented out, non-owner-occupier rates would apply, and the tax would come to S$6,880.
Why does my bill change each year?
Because IRAS reviews annual values in line with market rents. When rents rise, AVs rise, and so does the tax, even if the rates stay the same.
Is there a rebate in 2026?
Yes, a one-off rebate for owner-occupied homes, taken off your bill automatically. For private homes, IRAS’s example shows 10 per cent of the 2026 tax, capped at S$500. One- and two-room HDB flats already pay nothing.
How do I get the owner-occupier rates?
They apply when you live in the home. If you apply for them after your bill has been issued, IRAS adjusts the tax once the application is approved, and adds any rebate at the same time.

Check your AV on myTax once a year, and make sure the owner-occupier rates are on your home. Before you rent out the whole place, do the sum: the tax can more than quadruple.
