Kayaking and Stand-Up Paddling in Singapore: Where to Rent and the Rules

The easiest place to rent a kayak in Singapore is a PAssion Wave outlet run by the People’s Association: Pasir Ris and Sembawang on the sea, and Marina Bay, Jurong Lake Gardens and Bedok Reservoir inland. At Pasir Ris, a two-hour session costs about $9 to $10 per person and a full day $15 to $17, as of autumn 2026. Most rentals require the Singapore Canoe Federation (SCF) 1-Star Kayak award; at the reservoir outlets it is needed for closed-deck kayaks. On PUB reservoirs, personal kayaks and paddleboards are not allowed: you paddle with an approved operator, inside designated zones, between 7am and 7pm, in an approved life jacket.

Paddling is one of the loveliest ways to see Singapore from a different angle: the skyline from Marina Bay, the mangroves from the north coast, the quiet of a reservoir at seven in the morning. The rules are sensible once you know them.

PUB also lists the Singapore Canoe Federation as the operator at Lower Seletar, Pandan and Punggol reservoirs, and the People’s Association at Anchorvale. For stand-up paddling, look for SCF-approved schools and operators that run lessons and guided sessions; SCF’s code asks for its Ocean 1-Star award for independent SUP on open water.

The lower price in each range is for PAssion cardholders. Pasir Ris rentals run Wednesday to Sunday, not on public holidays, and payment is cashless. From 1 July to 31 December 2026, PAssion, NTUC and SAFRA cardholders can get 1-for-1 kayak rentals at PAssion Wave outlets.

Worked example: two certified friends book a two-hour morning slot at Pasir Ris. Without card discounts, that is 2 × $10 = $20. If one of them has a PAssion card and the 1-for-1 offer applies, they pay for one rental, about $9, before any extras.

The rules that matter

  1. Get certified. The SCF 1-Star Kayak course teaches the basics and rescue skills; carry digital proof on your phone at check-in.
  2. No personal craft on reservoirs. PUB does not allow your own kayaks, canoes or SUP boards on its reservoirs and waterways.
  3. Wear a life jacket. SCF requires an approved personal flotation device at all times on pontoons and on the water. Inflatable life jackets are for open water only.
  4. Stay in the zones and hours. Reservoir paddling takes place within designated zones from 7am to 7pm.
  5. Paddle in company. At Pasir Ris, 1-Star holders need at least two people and must stay within the demarcated area; 2-Star holders need at least three to go further.
  6. Watch the weather. Activities stop for lightning risk and severe weather alerts.
  7. Dress for it. PUB requires covered, proper footwear for water activities. Do not paddle after drinking alcohol.

The WahLiao Verdict

If you are new, start with a calm reservoir outlet such as Bedok Reservoir or Jurong Lake Gardens, then book the SCF 1-Star course so the sea outlets open up to you. Once certified, Pasir Ris and Sembawang are the best-value adventures in town at around $10 for two hours. Go in the morning slot to avoid afternoon storms, bring a buddy, and use the 1-for-1 deal before it ends on 31 December 2026.

Questions people ask

Do I need a licence to kayak in Singapore?

To rent at the sea outlets, yes: the SCF 1-Star Kayak award. Reservoir outlets ask for it for closed-deck kayaks; beginners in sit-on-top kayaks need basic swimming ability under SCF’s code.

Can I bring my own paddleboard to a reservoir?
