The Japan Rail Pass now costs ¥50,000 for 7 days, ¥80,000 for 14 days and ¥100,000 for 21 days in ordinary class when bought on the official online site, and a little more through overseas agents. That means it only pays if your JR journeys within the pass period cost more than ¥50,000 in single tickets. A Tokyo-Kyoto return on a reserved Nozomi is about ¥28,340, so the classic one-city-pair trip is cheaper without a pass. The pass starts to win on long, multi-city itineraries such as Tokyo, Kyoto, Hiroshima and back in a week. Remember pass holders also pay a ¥4,960 supplement each way to ride the Nozomi between Tokyo and Kyoto.
The pass used to be the automatic first purchase for any Japan trip. After the big price rise in October 2023, it is a calculation instead, and a quick one.

Worked example: does a 7-day pass pay?
Trip A: Tokyo and Kyoto
Tokyo to Kyoto and back on reserved Nozomi seats: ¥14,170 × 2 = ¥28,340. Against a ¥50,000 pass, single tickets save you ¥21,660. Add a few local JR rides and the gap barely moves. Verdict: skip the pass.
Trip B: Tokyo, Kyoto, Hiroshima, Tokyo in a week
Tokyo to Kyoto (¥14,170) plus Hiroshima back to Tokyo (¥19,960) comes to ¥34,130. For the pass to break even, the Kyoto-Hiroshima leg and any other JR rides that week must add up to more than ¥15,870. With a Hiroshima-Miyajima day trip on JR, side trips to Nara or Osaka, and local JR lines, this is where the pass can start to pay. Price your actual legs before deciding.
The Nozomi catch
If you want the fastest trains, add the special ticket: ¥4,960 each way between Tokyo and Kyoto, as reported. On Trip B, two Nozomi legs on that stretch would add ¥9,920 to the pass price. Riding the Hikari instead keeps the pass cost unchanged and adds only about 25 minutes between Tokyo and Kyoto.
How to decide in five minutes
- Write down every long JR journey, in order, with dates.
- Look up each single fare on a JR booking site or a fare guide.
- Add them up for the busiest 7, 14 or 21 consecutive days.
- Compare with the pass price, plus any Nozomi special tickets you would need.
- Also check regional JR passes, which can be far cheaper if you stay in one area.
The WahLiao Verdict
For a Tokyo-and-Kyoto holiday, buy single tickets and enjoy the savings. Consider the national pass only when your week includes at least Tokyo, Kyoto and somewhere well to the west such as Hiroshima, and then buy it on the official site, which is cheaper than an overseas agent. If you stay in one region, look at a regional pass first. Do the sum; the sum is usually right.
Questions people ask
Can I ride the Nozomi with a JR Pass?
Yes, but only with a special ticket bought on top of the pass. The Hikari and Kodama on the same line are covered.
Is it cheaper to buy the pass online or from a travel agent in Singapore?
Online. The official site lists ¥50,000 for a 7-day ordinary pass, against ¥53,000 through overseas agents.
Is the Green Car pass worth it?
Only if you value the space and quiet; it costs ¥20,000 more than the ordinary 7-day pass, which rarely pays back in fares alone.
Does the pass cover subways in Tokyo?
It covers JR lines such as the Yamanote Line, but not private subway lines like Tokyo Metro, so budget separately for those.
