Singles Buying an HDB Flat: The Age Rules, Flat Choices and Grants

An unmarried Singapore Citizen can buy an HDB flat from age 35, provided they do not own any local or overseas private residential property and hold a valid HDB Flat Eligibility (HFE) letter. From HDB, singles can buy only a 2-room Flexi BTO flat, now offered in Standard, Plus and Prime projects. On the resale market, singles can buy Standard, Plus and pre-October 2024 flats of any type except 3Gen, but only 2-room Flexi Prime flats. First-timer singles can get up to $60,000 in grants for a BTO flat and up to $115,000 for a resale flat. The singles income ceiling for a new flat, $7,000 before, was reported raised to $8,000 for HFE applications from 24 August 2026.

A home of your own is a lovely milestone at any stage of life, and the rules for singles are clearer than many people expect. Here they are, in order.

Even where there is no ceiling to buy, grant and HDB loan income limits still apply. Under the Family Care Scheme, up to 30% of 2-room Flexi BTO flats in the non-senior supply are set aside for singles who want to live with or near their parents.

Worked example: a first-timer single on the lowest Enhanced CPF Housing Grant income tier who buys a 4-room resale flat to live with her parents could receive the full $60,000 + $40,000 + $15,000 = $115,000. Because the EHG is tiered, a single on a higher income would receive less of it; HDB confirms the actual amounts in the HFE letter.

How to buy, step by step

  1. Apply for an HFE letter on the HDB Flat Portal. It confirms your eligibility to buy, your grants and any HDB loan amount.
  2. Decide between a 2-room Flexi BTO flat and a resale flat, using the table above.
  3. For BTO, apply in a sales exercise; for resale, follow the Option to Purchase process.
  4. Check your budget: grants are credited to CPF and go towards the price.

Singles on modest incomes gain most from the resale route near parents, where grants can reach $115,000. Can a single buy a 4-room resale HDB flat?

Yes, if it is a Standard, Plus or unclassified flat. Prime resale flats are limited to 2-room Flexi for singles.

Can a single PR buy an HDB flat?

No. Under HDB’s rules for singles, the buyer must be a Singapore Citizen.

Is there an income ceiling for resale flats?

Not for Standard or unclassified resale flats, though grants and HDB loans have their own limits. Plus and Prime resale flats do carry a ceiling.

Can I buy a BTO flat at 34 if I turn 35 soon?
