Downsizing Your Home: Selling First or Buying First, and the Timelines

When you downsize in Singapore, you can buy first or sell first, and the rules shape the timing. If you buy an HDB flat while owning another home, HDB requires you to dispose of the old one within six months of key collection (for a new flat) or resale completion. If you sell an HDB flat first, you can ask your buyer and HDB for a temporary extension of stay of up to three months, but only if your next home is completed and ready. For private property, buying a second home first means paying Additional Buyer’s Stamp Duty (ABSD) upfront; a married couple with at least one citizen can claim a refund if they sell the first home within six months. And as of 28 July 2026, private owners buying a resale flat without an HDB loan no longer face the 15-month wait-out.

Downsizing is often a happy move: fewer rooms to clean, cash freed up, a flat closer to the grandchildren. The trick is lining up two transactions so you never pay for two homes longer than you must, and never end up with nowhere to sleep.

The timelines, by type of move

HDB flat to a smaller HDB flat

You must have met the minimum occupation period on your current flat before selling it. If you buy first, you have six months from key collection (a new flat) or resale completion (a resale flat) to dispose of the old one. If you sell first and your next home is already built, request the extension of stay together with your resale application, so you can stay up to three months after completion. Your buyer pays the outgoings during that period, and their own minimum occupation period starts later by the same length.

Private home to an HDB resale flat

HDB requires you to dispose of private residential property within six months of the resale completion, unless you fall within HDB’s limited exceptions for citizens aged 55 and above buying certain smaller flats. The 15-month wait-out no longer applies if you buy without an HDB loan. If you want an HDB loan, check your eligibility in the HDB Flat Eligibility (HFE) letter first, because HDB loan rules for former private owners are separate.

Private home to a smaller private home

Buying first means the second purchase counts as a second residential property, so ABSD applies. A married couple buying jointly, with at least one citizen spouse, can claim a refund if they sell the first property within six months of the purchase date (completed property) or TOP or CSC (uncompleted property). Singles and unmarried co-owners do not get that refund, so for them selling first usually costs far less.

A worked timeline: sell first, HDB to HDB

  1. Week 0: Find your next flat and secure it with an Option to Purchase, so you qualify for the extension of stay.
  2. Same weeks: Grant an Option to Purchase on your current flat to your buyer.
  3. Resale application: Submit it with the extension of stay request; your buyer must agree.
  4. Completion day: Your sale completes; proceeds clear your loan and refund your CPF.
  5. Up to 3 months later: Move out on or before the agreed date, and hand over keys.

If your next home is still being built, the extension of stay is not available, so plan for short-term rental or family, or buy first and use the six-month window instead.

The WahLiao Verdict

For most HDB downsizers, selling first with an extension of stay is the calmest route: you know your numbers, and you never own two homes at once. Buy first only if the next flat is the rare one you cannot lose, and you have the cash to carry both for up to six months. Private owners without a married-couple ABSD refund should sell first, almost always. Whichever way you go, get your HFE letter, CPF figures and sale estimate on one page before you sign the first option.

Questions people ask

Can I extend my stay beyond three months?

No. HDB’s terms cap the temporary extension of stay at three months from resale completion, with no further extension.

Can I ask the buyer for rent during the extension?

No compensation for the extension may be built into the resale price, and the buyer pays the flat’s outgoings from completion. Treat it as a courtesy your buyer agrees to.

What if I cannot sell my HDB flat within six months?

Speak to HDB early. The six-month disposal is a condition of your purchase, so price realistically and start marketing before your key collection or completion date.

Is there money for seniors who downsize?

Yes. CPF says eligible seniors who right-size to a 3-room or smaller HDB flat can receive up to $40,000 in cash under the Silver Housing Bonus. Check the conditions on CPF’s website.
