Buying a new HDB flat starts with the HDB Flat Eligibility (HFE) letter. It tells you whether you can buy a flat, which CPF housing grants you qualify for, and how much you can borrow from HDB. You can’t apply for a BTO flat without a valid one. The letter is free, usually takes about a month, and is valid for nine months. Then you apply during a sales launch for S$10, wait for the ballot, and book a flat when your queue number comes up, paying an option fee of S$500 to S$2,000.

What does the HFE letter tell you?
Three things in one assessment: whether you’re eligible to buy an HDB flat, which CPF housing grants you can receive, and whether you qualify for an HDB loan, and for how much. It replaced the old HDB Loan Eligibility letter in May 2023. If you plan to borrow from a bank instead, you can ask participating banks for an in-principle approval at the same time.
When should I apply for it?
Early. HDB aims to issue the letter within 21 working days of a complete application, but it takes longer in the months before a sales launch. One guide advises applying by the 15th of the month, at least two months before the launch you’re aiming for. You apply on the HDB Flat Portal with Singpass, and most details come from Myinfo.
What happens after that?
- Apply during a sales launch. The window is open for about a week, and each application costs S$10.
- Get your ballot result. HDB emails it, up to two months after applications close, with a queue number if you’re successful.
- Book a flat. From about four weeks after the results, applicants are invited in queue order. You pay the option fee when you book.
- Sign the Agreement for Lease and pay the downpayment, then wait for the flat to be built.
