HDB Flat Types: From 2-Room Flexi to Executive, and Who Can Buy Each

HDB flats come in six main types: 2-room Flexi, 3-room, 4-room, 5-room, 3Gen and Executive. In the June 2026 BTO launch, a typical 2-room Flexi was 38 or 46 sqm, a 3-room about 66 sqm, a 4-room about 90 sqm and a 5-room about 110 sqm, with 3Gen flats around 120 sqm. Who can buy depends on your household. Couples and families can buy any type within the S$14,000 monthly income ceiling for new flats. Singles aged 35 and above can buy new 2-room Flexi flats and most resale flats except 3Gen. 3Gen flats are for multi-generation households, with a higher S$21,000 ceiling. Executive flats are now found mainly on the resale market.

What they cost: June 2026 BTO examples

Prices depend heavily on location and classification. HDB’s indicative prices, before grants, in the June 2026 launch show the spread:

  • Sembawang Portico (Standard): 2-room Flexi from S$142,000; 3-room S$250,000 to S$344,000; 4-room S$320,000 to S$437,000; 5-room S$465,000 to S$579,000.
  • Berlayar Rise (Prime): 2-room Flexi from S$247,000; 3-room S$435,000 to S$591,000; 4-room S$592,000 to S$810,000.
  • Sembawang Brook (Standard): 3Gen, 120 sqm, S$468,000 to S$567,000.

A 4-room flat at Berlayar Rise can cost nearly twice as much as one in Sembawang, so the same flat type can mean very different budgets.

Which flat can you buy? Step by step

  1. Identify your household: couple or family, single aged 35 or above, senior aged 55 or above, or multi-generation household.
  2. Check your income against the ceiling for new flats: S$14,000 for families, S$21,000 for extended families, and a lower ceiling for singles.
  3. Get your HFE letter on the HDB Flat Portal; it tells you which flats, grants and loans you qualify for.
  4. Match the flat type to your plans: a 2-room Flexi suits singles and seniors; growing families usually look at 4-room or 5-room.
  5. Consider resale if you need a larger or older type such as an Executive flat, or want to move in sooner.

The WahLiao Verdict

Buy for the next ten years, not the next two. Young couples who plan children often find a 4-room the sweet spot of space and price, while singles and seniors get good value from the 2-room Flexi. If three generations will live together, the 3Gen flat is purpose-built for it. And if you love the space of an Executive flat, the resale market is where to look. Get your HFE letter early so you know exactly which doors are open before you start dreaming.

Questions people ask

Can singles buy a 3-room or 4-room flat?

Not from new launches, where singles are limited to 2-room Flexi flats. On the resale market, singles can buy unclassified, Standard and Plus flats of any type except 3Gen, and Prime resale flats only if they are 2-room Flexi.

Does HDB still build Executive flats?

Executive flats are not a regular part of BTO launches today. You will mostly find them on the resale market, and occasionally among Sale of Balance Flats.

Who can buy a 3Gen flat?

Multi-generation households, such as a married couple with children living with their parents, with a household income ceiling of S$21,000 for new flats.

What is a short-lease 2-room Flexi?

Seniors aged 55 and above can buy a 2-room Flexi on a lease shorter than 99 years, chosen to last at least until they are 95, at a lower price.
