There are two HDB routes for families who want grandparents close. A 3Gen flat is one home designed for three generations under one roof: four bedrooms, two with attached bathrooms, plus a common bathroom. It is meant for multi-generation families, and in HDB’s July 2025 exercise its income ceiling was $21,000 a month, higher than the $14,000 for a 5-room flat, because parents’ incomes count too. If you would rather live near your parents than with them, the multi-generation joint application, now run as the Family Care Scheme (Joint Balloting), lets parents and child apply together for two flats in the same BTO project: parents for a 2-room Flexi or 3-room, and up to 15% of those flat types set aside for them.
Grandparents on hand for school pick-ups, children close by as parents age: many Singapore families want exactly this. HDB has built both a flat and a ballot route around it, and the right one depends on how close is close enough.

Who can buy a 3Gen flat?
HDB designs 3Gen flats for multi-generation families who wish to live together, so your application must include your parent or parents as part of the household. Typical family groups include a married or engaged couple with a parent, or a widowed or divorced applicant with a child and a parent. Neither you nor your parents can own other property. Reports also note that a 3Gen flat can only be resold to another multi-generation family, which narrows your future pool of buyers. Rules change, so confirm the details in your HDB Flat Eligibility (HFE) letter before you apply.
How joint balloting works, step by step
- Pick a project in a BTO launch that offers 2-room Flexi or 3-room flats.
- Get HFE letters for both households.
- Apply together as a joint application for two units: parents for 2-room Flexi or 3-room, child for the flat type they qualify for.
- Ballot as one: the two applications are considered jointly, so you either both get a queue number or neither does.
- Book both flats, subject to availability and the ethnic quota.
Multi-generation joint applications used to be called the Multi-Generation Priority Scheme. HDB’s October 2025 exercise extended joint applications to parents and children whatever their marital status, under the Family Care Scheme name.
A worked example: the income ceiling
A couple earns $9,000 and $5,500 a month, and one parent earns $2,500.
- Household income for a 3Gen flat: $9,000 + $5,500 + $2,500 = $17,000, within the $21,000 ceiling.
- Couple alone for a 5-room flat: $9,000 + $5,500 = $14,500, above the $14,000 ceiling for 5-room and Executive flats in the July 2025 Sale of Balance Flats.
So for this family, a 3Gen flat is open where a 5-room flat is not. Ceilings are set per exercise, so check the current launch’s figures.
The WahLiao Verdict
Choose a 3Gen flat if your family truly wants to share one roof, meals and costs, and accept that you will one day sell to a similar family. If everyone values their own front door, joint balloting gives you two homes a short walk apart, which suits most families better over the long run. Either way, have the frank conversation about space, money and routines before the ballot, not after the keys.
