HDB’s Public Rental Scheme provides heavily subsidised 1-room and 2-room flats for Singapore Citizen households who have no other viable housing option and no family support. There is no rigid income cut-off: HDB assesses each case, and households earning up to $1,500 a month are the main group served, though those above it may still be considered if they face real housing difficulty. Applicants must not own any property, in Singapore or overseas. Families apply under the Family Scheme; singles aged 35 and above apply in pairs under the Joint Singles Scheme. Rents can be as low as about $26 a month for a first-timer in a 1-room flat on the lowest income band.
Public rental is Singapore’s housing safety net, and it is built to be kind as well as careful. Here is who it serves and what it costs.

Who qualifies for an HDB rental flat?
Under the Family Scheme, the applicant must be a Singapore Citizen aged at least 21, with at least one other citizen or PR forming a family nucleus: a spouse, parents (if you are single), children under your sole care (if widowed or divorced), a fiancé or fiancée, or siblings if you are orphaned.
Every applicant must also clear these hurdles: not be an existing tenant or essential occupier of another HDB rental flat; not own residential, commercial or industrial property in Singapore or abroad; and have generally exhausted other reasonable options. HDB may consider money from a past property sale and any family support available.
How the Joint Singles Scheme works
Singles cannot rent a public rental flat alone; they apply jointly with another eligible single. Both must be Singapore Citizens, and each must be one of the following:
- Unmarried and aged 35 or above.
- Divorced or legally separated and aged 35 or above.
- Widowed.
- Orphaned, with at least one parent who was a citizen or PR.
Partitioned 1-room units may be offered, subject to availability. For singles without a flatmate, HDB launched the Joint Singles Scheme Operator-Run (JSS-OR) pilot in December 2021: an appointed operator matches flatmates and helps resolve disagreements, in partitioned, basically furnished flats. The first sites were at Bedok North Road and Buangkok Crescent. Check HDB for which JSS-OR sites are taking applications now.
What does a rental flat cost?
Rent depends on household income and whether you are a first-timer (never received an HDB housing subsidy) or a second-timer. These are the monthly rents as published in June 2026.

Worked example: two first-timer singles with a combined income of $1,400 who are offered a 1-room flat at $123 a month would each pay about $61.50 in rent, plus a share of the one-month deposit ($123) at signing, and their share of service and conservancy charges and utilities.
How to apply
- Read HDB’s public rental eligibility pages and gather income and identity documents for everyone listed.
- If you are unsure whether you qualify, approach HDB directly or a Social Service Office, which can help assess your situation.
- Apply through HDB’s website, jointly with your flatmate if you are using the Joint Singles Scheme.
- If offered a flat, sign the tenancy and pay one month’s rent as a deposit.

If you are struggling to keep a roof over your head and have no family to fall back on, apply; do not rule yourself out because your income is slightly above $1,500, since HDB looks at the whole picture. Singles should line up a trusted flatmate early, or look at the operator-run option if you have no one. And if you hope to own a flat one day, ask HDB about the support available to rental tenants who want to buy.
Questions people ask
Can a PR rent an HDB public rental flat?
The applicant must be a Singapore Citizen. Under the Family Scheme, a PR can be the second member of the family nucleus.
Is there a strict income ceiling?
No fixed ceiling. The published rents cover incomes up to $1,500, but HDB may still consider higher-income households with genuine difficulty.
Can I rent alone as a single?
Not under the standard scheme; singles apply with another eligible single. The JSS-OR pilot matches you with a flatmate if you do not have one.
What counts as a second-timer?
Someone who has had an HDB housing subsidy before, such as buying a new flat from HDB, using a CPF Housing Grant on a resale flat or buying an EC from a developer.
