HDB loan instalments are due on the 1st of every month, and a late payment charge applies if you do not pay within the month. Falling behind does not mean losing your home. HDB offers financial assistance measures for owners who struggle: rescheduling the loan, reducing or deferring instalments for a time, and instalment plans to clear arrears. You ask by writing to HDB or booking an appointment at the HDB Branch that manages your flat. Compulsory acquisition is a last resort, used only when an owner keeps refusing to resolve arrears despite help, and even then HDB helps the family find another home. The earlier you speak up, the more options you have.

Money trouble is common and nothing to be ashamed of: a lost job, an illness, a drop in income. What matters is the next step, and it is a smaller step than most people fear.

What happens when you miss a payment

Here is the usual path, from the first missed instalment to the very rare worst case. HDB does not publish a fixed timetable, so treat this as the order of events rather than a countdown.

Arrears are very often fixable. In a 2018 parliamentary reply, the Ministry of National Development said about 32,000 households had been three months or more in arrears at some point over the previous three years, and that 57% of them were no longer in that position by the end of 2017. The common causes it named were a drop in household income, prolonged unemployment and illness.

The help HDB can give

An HDB officer looks at your income, expenses and CPF, then recommends what fits. The Ministry of National Development describes two broad tracks:

  • Temporary difficulty (a job loss you expect to recover from, a short illness): HDB can reduce or defer instalments to ease cash flow, or set an instalment plan to clear what is overdue.
  • Prolonged difficulty: HDB helps you explore long-term fixes, such as adding working adult children as joint owners to share the instalments, or right-sizing to a flat within your means.
  • Loan rescheduling: changing the repayment terms, such as the repayment period, to lower the monthly sum.

HDB also provides financial counselling and refers households to agencies for jobs, financial aid and social support. A longer loan lowers the monthly bill but usually means more interest in total, so ask the officer to show you both figures.

How to ask for help, step by step

  1. Check the figures. Log in to My HDBPage to see the outstanding loan, arrears and monthly instalment, and check your CPF Ordinary Account balance.
  2. Gather proof. Retrenchment letter, medical certificates, recent payslips or CPF contribution history, and household expenses.
  3. Contact HDB. Use the Write To Us form (go.gov.sg/hdb-write-to-us) and say which measure you think suits you, or book an e-Appointment at the HDB Branch that manages your flat.
  4. Agree a plan in writing and set up GIRO so the new instalment is never missed.
  5. Get wider support if money is tight across the board: a Social Service Office (ComCare) or Family Service Centre for help with living costs, and Credit Counselling Singapore if other debts are piling up.

If your HDB flat has a bank loan

HDB’s measures apply to HDB loans. If you financed your flat with a bank, call the bank’s mortgage team as early as possible and ask what hardship arrangements it offers, such as a temporary reduction to interest-only payments or a longer tenure. Banks can take possession and sell a property if a loan stays unpaid, so silence is the most expensive choice. Note too that switching from a bank loan back to an HDB loan is not allowed.

HDB has a whole toolkit for owners in a rough patch, and it works best when you arrive early with your papers in hand. Ask for the plan that keeps your family housed and your CPF intact, get it in writing, and put the new instalment on GIRO. Then lean on ComCare or a Family Service Centre for the rest of the household budget; that is what they are there for.
