HDB Minimum Occupation Period Explained: What You Can’t Do for Five (or Ten) Years

The minimum occupation period (MOP) is how long you must live in your HDB flat before you can sell it, rent it out whole, or buy private property. It’s five years for most flats, whether bought new or resale, and ten for Plus and Prime flats. Under the Fresh Start Housing Scheme it’s 20. Only time you actually live in the flat counts. Renting out spare bedrooms is allowed during the MOP, with HDB’s approval, in 3-room or bigger flats.

What can’t I do during the MOP?

  • Sell the flat on the open market.
  • Rent out the whole flat.
  • Buy a private residential property.
  • Apply for another BTO flat.

How does the clock run?

The MOP starts from the legal completion date of your purchase. It excludes any time you don’t physically live in the flat, such as periods when the whole flat is rented out with approval. So a year spent living elsewhere pushes your MOP date back by a year.

What can I do during the MOP?

Rent out spare bedrooms, if your flat is 3-room or bigger and HDB approves. You must keep living there yourself. Locking one room and renting out the rest isn’t allowed. Owners of 3Gen flats can’t rent out any bedroom during the MOP.

And once it’s up?

Owners of Standard and unclassified flats can sell, buy private property, or rent the whole flat out. Only Singapore citizen owners may rent out a whole flat; PR owners can rent out bedrooms only. Plus and Prime owners can sell and buy private property after ten years, but can never rent out the whole flat.
