Singapore’s Immigration & Checkpoints Authority (ICA) defines transit travellers as those travelling to another country via Singapore without clearing Singapore arrival immigration. If your bags are checked through and you stay in the transit area, Singapore’s entry rules do not apply to you; your destination’s rules do. If you must collect and re-check bags, for example on separate tickets, you are not a transit passenger and must meet full entry requirements. Leaving the airport during a layover means entering Singapore, with a visa if your nationality needs one and the free SG Arrival Card. With a layover of 5.5 to 24 hours, Changi’s Free Singapore Tour offers 2.5-hour guided trips into the city.

ICA’s advice is to confirm with your airline whether you can stay airside for your connection. Different airlines, and especially low-cost carriers, handle transfers differently.
The Free Singapore Tour
Changi Airport runs free guided tours for transit passengers with at least 5.5 hours and up to 24 hours before their onward flight. Checked luggage must be through-checked to your final destination, and you must be able to enter Singapore on your passport, with a visa if needed. As Changi itself notes, holding a visa does not guarantee entry.

Register at the tour booths in the Terminal 2 or Terminal 3 departure transit halls (Level 2), open 8am to 7pm daily, or pre-book online up to 50 days ahead. Times can change, so check Changi’s tour page before you fly.
Leaving the airport on your own: step by step
- Check entry eligibility for your passport on ICA’s visa requirements page. Some nationalities who normally need a visa can use the Visa Free Transit Facility for up to 96 hours if they hold an onward ticket and, for some, a valid visa or long-term pass from countries such as Australia, Canada, Japan, the UK or the US.
- Submit the SG Arrival Card online if you are a foreigner; it is free on ICA’s official channels.
- Clear immigration in the arrival hall.
- Budget your time: allow for the journey into town and back, and for clearing departure immigration and security again.
- Return early. For a long-haul connection, aim to be back at the airport three hours before departure.
A worked example
Sophie, a British friend, lands at Changi at 9am on a through ticket to Sydney departing at 9pm: a 12-hour layover. Her bag is checked through. British passport holders do not need a visa for a short visit, so she submits the SG Arrival Card, joins the 1pm River and Marina Bay Sands tour, and is back airside by 6pm, three hours before her flight. Total spent on the tour: nothing.

For a layover under five hours, stay airside and enjoy Changi; it is designed for exactly that. For longer stops, check your visa position first, then book the free tour or plan a short trip to Jewel or the city with a firm return time. If you are on separate tickets, treat it as a full arrival and departure and leave plenty of margin.

Do transit passengers need the SG Arrival Card?
Not if they stay in the transit area without clearing immigration. Anyone entering Singapore, even for a few hours, follows normal arrival rules.
