A rainy day in Singapore need not cost much. The best free indoor options are the public libraries, which anyone can walk into and many of which open into the evening; the National Museum of Singapore, free for Singapore Citizens and PRs and open daily 10am to 7pm (foreign adults pay $24); the free areas of Jewel Changi Airport, including the Rain Vortex; and the free performances at the Esplanade. For cheap treats, Singapore Citizens can use SG Culture Pass credits on shows and museum tickets. Always check opening hours and closures on the day, as galleries and libraries sometimes shut sections for works.
The rain here usually comes hard and leaves fast, so a plan that keeps you near an MRT station is a plan that works. Here are the best ideas, sorted by cost.
Quick facts
- Free for everyone: public libraries, Jewel’s public areas, free Esplanade performances.
- Free for Singaporeans and PRs: the National Museum’s permanent galleries, with NRIC.
- National Museum hours: daily 10am–7pm; last ticket sales 6pm.
- Foreign visitors at the National Museum: $24 adult, $18 concession; children 6 and under free.
- Cheap extras: SG Culture Pass credits for eligible Singaporeans.
- Tip: choose places linked to MRT stations by covered walkways.
The best free options
| Place | Who it’s free for | Why go | Check first |

| National Museum of Singapore | Citizens and PRs (permanent galleries) | History, design and changing displays in a grand old building | The Singapore History Gallery closed after 16 November 2025, and restoration works affect some areas |

| Esplanade | Everyone (free programmes) | Free music and performances in its public spaces | The Esplanade’s free programme listings |
Cheap options worth paying for
- Museum tickets for visitors. At the National Museum, a foreign adult ticket is $24 and a concession $18, as of October 2026.
- SG Culture Pass. Eligible Singaporeans can spend their credits on museum entry, performances and workshops.
- Ticketed attractions at resident rates. Many big attractions offer cheaper resident prices online; compare before you buy.
- A long hawker lunch. Many hawker centres are covered, and a meal there costs far less than a mall food court.
A sample rainy day, step by step
- 10am: National Museum of Singapore on Stamford Road, free with NRIC for citizens and PRs.
- 12.30pm: lunch at a covered hawker centre nearby.
- 2pm: a public library for a quiet afternoon, especially with children.
- Evening: catch a free performance at the Esplanade, or head east to see Jewel’s Rain Vortex lit up.
With children
Libraries are the gentlest choice: free, quiet, air-conditioned and full of picture books. Museums welcome families, and children aged 6 and under enter the National Museum free. Jewel keeps little ones happy with the waterfall and open spaces, though its paid attractions add up quickly, so decide your budget before you go.
The WahLiao Verdict
When the sky darkens, head for the National Museum if you hold an NRIC, a library if you have children, and Jewel if you want a spectacle. Pair any of them with a hawker lunch and a free Esplanade show, and a wet day becomes one of the best value days of the month. Check the hours on the morning, then let the rain do its worst.
