Water Heaters: Storage or Instant, Gas or Electric, and the Cost

There are three common choices for a Singapore home: an electric instant heater at a single shower, an electric storage heater that keeps a tank of hot water for several taps, and a gas heater running on town gas where your flat has a supply. Instant electric heaters are the cheapest to buy, with basic models under S$150. Water heaters now carry NEA energy labels: the rules took effect on 1 April 2025, and since 1 April 2026 every heater supplied must be registered and meet at least a 1-tick standard. Compare the label’s annual energy cost, not just the price tag.

A hot shower after a long, humid day is one of life’s small joys. Here is how to choose the heater that gives you that joy at a fair price, year after year.

Quick facts

  • Energy labelling (MELS) and minimum standards (MEPS, 1 tick) for water heaters began on 1 April 2025.
  • The one-year grace period for old stock ended on 31 March 2026.
  • Label assumptions: 3 showers a day; electricity at 27 cents per kWh, gas at 22 cents per kWh.
  • Basic electric instant heaters can cost under S$150; pump and rain-shower models S$300 and up.
  • Gas heaters must be installed by the supplier or a Licensed Gas Service Worker.
  • Example, October 2026: a City Energy Life gas heater listed at S$470 with standard HDB installation.

A single bathroom with one shower suits an instant heater. Two or more bathrooms, a bathtub or a kitchen hot tap suit storage or gas.

Instant heater prices are from a brand guide published in August 2026; gas prices are from City Energy Life’s online store as seen in October 2026, where some listed fees differ, so confirm the final amount before paying. Storage heater prices vary widely by tank size and brand; get two or three quotes that include installation and disposal of the old unit.

Reading the energy label

Each label shows ticks, annual energy consumption and an annual energy cost, and water heater labels carry a QR code linking to NEA’s registered goods database. The cost assumes three showers a day, so a family of five will spend more than the label shows.

  1. Shortlist heaters that fit your bathroom layout and number of taps.
  2. Compare the annual cost figure on each label.
  3. Multiply by the years you expect to keep it, often a decade.
  4. Add purchase and installation. The lowest total wins.

City Energy, which supplies town gas, says switching from a 1-tick electric storage heater to a 4-tick gas instant heater could save up to S$1,200 over the heater’s life. That is a supplier’s figure; your own result depends on use and tariffs.

The WahLiao Verdict

For one shower, an electric instant heater is simple, cheap and efficient. For a family with several bathrooms, gas is worth pricing if your flat already has a supply, and a storage heater is the fallback where it does not. Whatever you choose, compare the annual cost on the NEA label, insist on a licensed installer, and get the full installed price in writing.

Questions people ask

Can I still buy an unlabelled water heater?

Not new from a supplier in Singapore. Since 1 April 2026 heaters must be registered with NEA and meet the minimum standard before they are supplied.

Does my HDB flat have town gas?

Many do, but not all. If you have a gas meter and a gas cooker point, ask City Energy or a licensed gas worker whether a heater can be connected.

Should I switch off a storage heater after use?

Keeping a tank hot when nobody needs hot water wastes energy. A timer, or switching it on only ahead of shower times, can help; the maker’s manual says how long your tank takes to heat.

Who can install a water heater?

Electric heaters should be installed by a qualified plumber and electrician; gas heaters by the supplier or a Licensed Gas Service Worker.
